Selectboard Minutes 2_26_18



Members Present:

Paul Fraser (Chair), Andrew Coyne (Vice Chair), Judith Flower, Alexandra Clark, Joel Bluming

Public Present: Janis Chaillou (BCTV), Thomas Tolbert

Meeting came to order at 7:00 p.m.

Late additions to the agenda: request by Paul Fraser to go into executive session; Judith Flower request on how to proceed to hire assistants for the Transfer Station; Joel Bluming request information regarding the Muzzy Fund and Neighborhood Connections, also report on his attendance from the Joint House/Senate Transportation Committee Hearing.

Jamaica Village School – plowing and mowing. Passed as there was no attendance from the School Board

Discussion regarding the Open Meeting Law. Passed on Selectboard sending letter to the Legislature at this time regarding their concerns. Further information needed.

Motion made by Lexa Clark to approve the overweight permits with restrictions to: Best SepticĀ­ Westminster, VT; Lynde Well Drilling – Guilford, VT; United National Foods – Chesterfield; David ChavesĀ – Londonderry, VT

2nd by Judith Flower. Motion passed.

Motion made by Lexa Clark to approve and sign the Liquor License from Honey Pie-Rawsonville, VT

2nd by Andrew Coyne. Motion passed.

Judith Flower requested on how the Selectboard would like to proceed with hiring an assistant for the Transfer Station. New employees need to be interviewed by the Selectboard. Judith Flower to contact the applicants and set up interviews for 3/12/18 at 6:30 p.m.

Joel Bluming asked about the Muzzy Fund/Neighborhood Connections and how that was proceeding. Paul Fraser stated that he is waiting for a call from Neighborhood Connections as how they want to proceed.

Joel Bluming spoke of his attendance at the Joint House/Senate Transportation Committee Hearing.

Paul Fraser request that the Selectboard enter into executive session regarding a personnel issue. Motion made by Lexa Clark: I move to find that premature general public knowledge regarding the personnel issue would clearly place the town at a substantial disadvantage, because the Selectboard risks disclosing its negation strategy if discussed in public.

2nd by Judith Flower. Motion passed.

Motion made by Lexa Clark: I move that we enter executive session to discuss a personnel issued under the provisions of Title 1, Section 313, (a)(A) of the Vermont Statutes.

2nd by Judith Flower. Motion passed.

Entered into executive session at 7:45 p.m. Exited executive session at 7:55 p.m.

Returned to regular meeting at 7:56 p.m . Settlement offer of $7,000.00
