Flood Plain Zoning

Vermont Emergency Management recommends homeowners in flood plains consider purchasing flood insurance. Policies can be purchased from individual insurance agents, or through the National Flood Insurance Program (NFIP). NFIP is administered by the Federal Emergency Management Agency (FEMA) and can be less expensive than a private policy; in some cases, those savings can be as much as 50%. To take part in the NFIP, a home owner must live in a town that takes part in the program. The Town of Jamaica does take part in this program.
 
The Flood Zone Administrator's role is to assist property owners:

Determine if properties are in Federally Designated Flood Zones

Review Permit Applications for adherence to Federal Guidelines

Any construction or improvements within any of the "A" Zones is restricted and specific regulations must be followed. 

A Special permit is required.

Permit Applications are available at the Town Clerk's Office.

Upon receipt of a completed Permit Application, the Application is forwarded to the State Flood Plain Coordinator for approval. 

The Permit Application fee is $75.00. 

There is no construction permitted within the "Floodway".  Even if your property is not in a Flood Zone, there might be a Federal Flood Easement, which would require permission from the Federal Government, or other easement, which might affect your rights to use the property.

 

Please check with the Listers, Flood Zone Administrator or the Ball Mountain and Townshend Dams project manager; and read and understand your Deed.

 

Definition of improvements is any human-made change to improved or unimproved real estate, including, but not limited to:  houses, buildings or other structures, filling, grading, paving, excavation, mining, dredging, drilling operations and storage of equipment and/or materials.
